For cleaning the carpet, What is the alternative to a vacuum cleaner?

In Chicago airport, I noticed the custodial sweeping the carpet with this stick thing, which required no electricity. It seemed as effective as a vacuum cleaner. What is it called and where can I get one?
Does it work well?

Answers:

1It's called a Bissel and you can buy one at Target, Kmart, Walmart, etc. They work wonderfully in picking up surface dirt but stick at picking up the deep stuff.
