How do you clean enameled metal i.e. cook tops so as to removed cooked on stuff and restore shine.

My black enameled metal cook top has two burners where the food has been cooked to the surface, and although the gross particulate matter is gone there is still an area I am unable to get completely cleaned and leaves a dull surface that never looks clean. Is there a product that can remove this remaining cooked on food with out removing 6the enamel and also restore the shine?
